During XX century, the economic role of the State has significantly increased in all countries. During 70s and 80s of last century, public policies had been often criticized for building up macroeconomic inefficiencies and instabilities in market economy limiting growth. On the other hand, during the last thirty years, economic research allowed a notable increase in our comprenhension of aymmetric information’s role, of incompleteness of agreements and of markets in determining the wrong functioning of market economy. Public policy’s experience tackling end of XX century and beginning of XXI century financial and economic crisis’ effects (i.e. the Great Recession) and some cases of success in the development context, require a reconsideration of market failures.
